Tourist licence in Valencia, Valencia region: what is possible right now.
As of 7 July 2026, Valencia is permanent per-neighbourhood cap; closes when a district is full. Whether your property qualifies comes down to the ICU, the urban compatibility certificate, and, in an apartment block, the community of owners vote.

Valencia city approved a permanent cap on 31 March 2026: a maximum of 2 percent of the housing stock per neighbourhood, a maximum of 8 percent of tourist places per resident, and a maximum of 15 percent of dwellings or premises on the ground floor per block. New tourist use is limited to ground and first floors with independent access. Ciutat Vella and El Cabanyal are governed by their own plans. A neighbourhood that has hit its cap is closed to new licences until space frees up.

Can my property in Valencia get a licence?
By Juan Antonio Bertomeu Valles, lawyer, ICALI nº 4643
Valencia city is not a blanket no, it is a permanent quota. A flat can qualify only if its neighbourhood is below the 2 percent cap AND it sits on the ground or first floor with independent access. Ciutat Vella and El Cabanyal run on separate plans. It is the most conditional regime in the region, so a precise, address-level check matters more here than anywhere.
Two things decide it. First, the ICU, the urban compatibility certificate, the town hall document confirming your property may be used for tourist rental. Second, in an apartment block, the agreement of the owners community, which under Ley Organica 1/2025 a new tourist licence now needs. Once both are in place, we register your property and you receive your VT number, the regional Valencian tourist licence reference, format VT followed by six digits and a letter. There is no national registry number.

The ICU step at Valencia town hall
The ICU is the bottleneck. It typically takes 1 to 3 months, and everything else depends on it, so we start it first and manage it for you.
- Municipal ICU fee
- Set by Valencia city hall; we confirm the exact fee in writing at your free pre-check
- Typical timeline
- No single published deadline (the general administrative rule is 3 months)
- How it is filed
- Filed with Valencia city hall. The cap makes eligibility a live question: it depends on your neighbourhood's current occupancy, your floor level and independent access. We check the live position for your exact address before you pay.

Active tourist licences in Valencia city
Generalitat Valenciana open VUT registry (dadesobertes.gva.es), July 2026
The Valencia licence is a fixed-price service at 599 euros total for a villa, 699 euros for an apartment, VAT included. You upload your documents and we handle the whole licence, reviewed by the lawyer and the tax advisor, and you only sign. Official fees are charged separately.
In Valencia city the question is never just can I, it is can I in THIS neighbourhood, on THIS floor, right now. We check your address against the current per-neighbourhood occupancy and the floor and access conditions before you spend a euro, because in a capped city a wrong assumption is expensive.
Once you rent in Valencia
By Daniel Bertomeu, lawyer and tax advisor, AEDAF nº 06838
When you rent your property you must file Modelo 210, the annual non-resident income tax return on your rental income. It is a compliance step, not an extra, and our tax advisor handles it for you at the ordinary price, never dearer for being our client. Separately, when your five year renewal comes round, preparing it is work we do for you.
Valencia tourist licence questions
Is Valencia city open to new tourist licences?
It runs a permanent cap rather than a ban. A property can qualify if its neighbourhood is still below the 2 percent limit and it sits on the ground or first floor with independent access. We check your exact address against the current position in the free pre-check.
What are the Valencia city limits exactly?
Approved on 31 March 2026: a maximum of 2 percent of housing per neighbourhood, 8 percent of tourist places per resident, and 15 percent of ground floor dwellings or premises per block, with new tourist use limited to ground and first floors with independent access. Ciutat Vella and El Cabanyal have their own plans.
My flat is on the third floor. Can I still get a licence?
Under the current city rule new tourist use is limited to ground and first floors with independent access, so a third floor flat is unlikely to qualify for a NEW licence. Existing licences are a separate matter, and buying one with a licence already attached can be an option. We assess your specific case honestly.
Do I need to be in Spain or have a digital certificate?
You do not need to sort out a Spanish digital certificate yourself: we issue you one as part of the service, and it is included in the price. Identification is currently in person at our Moraira or Denia office, and remote identification for non residents is expected shortly. Once you have it, you authorise us electronically and we file everything on your behalf.
Will I get a national registry number for my Valencia licence?
No. Following STS 620/2026 of 19 May 2026 the single national registry was annulled. The valid number is the regional one, your VT number, format VT followed by six digits and a letter.
What does the Valencia city licence cost?
You start with a 150 euros document review, which gives you a firm written answer on whether your property qualifies. If it does, the Complete service is 599 euros in total for a villa or independent house, and 699 euros in total for an apartment, townhouse or any property inside a community of owners, because there we also handle the three fifths community vote. The 150 euros comes off in full, so 449 euros or 549 euros remains. Every figure includes VAT. Official fees charged by the town hall and the regional government are always separate and passed through at cost. Complex cases are quoted individually in your written answer. Your annual Modelo 210 tax return is a separate service at the ordinary price: you pay the same for it as anybody else does.
