Tourist licence in Moraira, Valencia region: what is possible right now.
As of 7 July 2026, Moraira is open to new tourist licences. Whether your property qualifies comes down to the ICU, the urban compatibility certificate, and, in an apartment block, the community of owners vote.

Teulada-Moraira has no moratorium on new tourist licences. A motion to introduce one was rejected by the town council in November 2025. For an apartment in a block, the community of owners agreement is still required under Ley Organica 1/2025.

Can my property in Moraira get a licence?
By Juan Antonio Bertomeu Valles, lawyer, ICALI nº 4643
Much of Moraira is low-density residential, with many detached villas where tourist use is generally compatible. The detail that catches owners out is the extra habitability paperwork: Teulada-Moraira expects the second occupation declaration together with the urban compatibility certificate, one more step than most neighbouring towns.
Two things decide it. First, the ICU, the urban compatibility certificate, the town hall document confirming your property may be used for tourist rental. Second, in an apartment block, the agreement of the owners community, which under Ley Organica 1/2025 a new tourist licence now needs. Once both are in place, we register your property and you receive your VT number, the regional Valencian tourist licence reference, format VT followed by six digits and a letter. There is no national registry number.

The ICU step at Moraira town hall
The ICU is the bottleneck. It typically takes 1 to 3 months, and everything else depends on it, so we start it first and manage it for you.
- Municipal ICU fee
- Not published online by the town hall; we confirm the exact fee in writing at your free pre-check
- Typical timeline
- No published deadline (the general administrative rule is 3 months)
- How it is filed
- Filed with Teulada-Moraira town hall. This town also asks for the habitability report, the second occupation declaration, alongside the compatibility certificate. We prepare and lodge both for you, then track them to issue.

The Moraira licence is a fixed-price service at 599 euros total for a villa, 699 euros for an apartment, VAT included. You upload your documents and we handle the whole licence, reviewed by the lawyer and the tax advisor, and you only sign. Official fees are charged separately.
Moraira is our home town: the firm has worked from Calle Dr. Calatayud 39 since 1991. A common situation: a non-resident owner of a villa near the marina wants to let for the summer season and worries the rules changed. We run the free zone check, start the ICU and the habitability declaration early, and file by power of attorney so the owner never has to travel.
Once you rent in Moraira
By Daniel Bertomeu, lawyer and tax advisor, AEDAF nº 06838
When you rent your property you must file Modelo 210, the annual non-resident income tax return on your rental income. It is a compliance step, not an extra, and our tax advisor handles it for you at the ordinary price, never dearer for being our client. Separately, when your five year renewal comes round, preparing it is work we do for you.
Moraira tourist licence questions
Can I get a tourist licence for my villa in Moraira?
Yes, in general. Teulada-Moraira is open to new tourist licences as of July 2026 and a detached villa is normally compatible with tourist use. The exact plot classification still matters, so we confirm your specific property with a free pre-check before you pay anything.
What if my Moraira property is an apartment?
In an apartment block, a new tourist licence needs the agreement of the owners community, a three fifths majority under Ley Organica 1/2025. We check this for you and, on the Premium plan, handle the community process.
Is there a moratorium in Moraira?
No. As of July 2026 Teulada-Moraira is admitting new tourist licences. The town council rejected a motion for a moratorium in November 2025. Several neighbouring towns do restrict, so the town you are in genuinely matters.
Do I need to be in Spain or have a digital certificate?
You do not need to sort out a Spanish digital certificate yourself: we issue you one as part of the service, and it is included in the price. Identification is currently in person at our Moraira or Denia office, and remote identification for non residents is expected shortly. Once you have it, you authorise us electronically and we file everything on your behalf.
Will I get a national registry number for my Moraira licence?
No. Following STS 620/2026 of 19 May 2026 the single national registry was annulled. The valid number is the regional one, your VT number, format VT followed by six digits and a letter.
What does the Moraira licence cost?
You start with a 150 euros document review, which gives you a firm written answer on whether your property qualifies. If it does, the Complete service is 599 euros in total for a villa or independent house, and 699 euros in total for an apartment, townhouse or any property inside a community of owners, because there we also handle the three fifths community vote. The 150 euros comes off in full, so 449 euros or 549 euros remains. Every figure includes VAT. Official fees charged by the town hall and the regional government are always separate and passed through at cost. Complex cases are quoted individually in your written answer. Your annual Modelo 210 tax return is a separate service at the ordinary price: you pay the same for it as anybody else does.
