Tourist licence in Sagunto, Valencia region: what is possible right now.
As of 24 July 2026, Sagunto is restricted on ground floors of residential blocks; otherwise open. Whether your property qualifies comes down to the ICU, the urban compatibility certificate, and, in an apartment block, the community of owners vote.

Sagunto wrote its tourist-use rules into the urban plan, approved definitively by the council on 2 October 2025 and published in the provincial gazette on 20 October 2025 (we hold the official text). The rule: in residential plots with multi-storey collective housing, tourist homes are expressly excluded on the GROUND FLOORS of those buildings, except in zone Z.9 where they are allowed. Upper floors are not touched by that restriction. On tertiary land, tourist use is only allowed as whole blocks run by a single operator.

Can my property in Sagunto get a licence?

Sagunto is one of the few towns that skipped the temporary-moratorium phase and went straight to permanent, surgical rules: not a blanket ban, but a targeted exclusion of tourist homes on the ground floors of residential blocks (except zone Z.9), and a whole-building single-operator requirement on tertiary land. A flat on the third floor near the Port de Sagunt beach follows the normal path; the ground-floor unit in the same building does not.
Two things decide it. First, the ICU, the urban compatibility certificate, the town hall document confirming your property may be used for tourist rental. Second, in an apartment block, the agreement of the owners community, which under Ley Organica 1/2025 a new tourist licence now needs. Once both are in place, we register your property and you receive your VT number, the regional Valencian tourist licence reference, format VT followed by six digits and a letter. There is no national registry number.

Can I get a tourist licence in Sagunto right now?
In most cases yes. The town's permanent rules only exclude tourist homes on the ground floors of multi-storey residential buildings (except zone Z.9). An upper-floor flat or a house follows the normal licence path: town hall report, then regional registration. We confirm your exact case in the free pre-check.
Why are ground floors treated differently in Sagunto?
The council wrote the exclusion into the urban plan itself, approved in October 2025, to keep ground floors in residential blocks for commercial and everyday uses. The exception is zone Z.9, where ground-floor tourist homes remain allowed. It is a targeted rule, not a moratorium.
What if I want to run a whole building of tourist apartments?
On tertiary land Sagunto allows tourist accommodation only as complete blocks or complexes run by a single operating company, without dividing the units into separate ownerships. That is a different legal setup from a private licence, and it is exactly the kind of case our Premium plan quotes individually.
Do I need to be in Spain or have a digital certificate?
You do not need to sort out a Spanish digital certificate yourself: we issue you one as part of the service, and it is included in the price. Identification is currently in person at our Moraira or Denia office, and remote identification for non residents is expected shortly. Once you have it, you authorise us electronically and we file everything on your behalf.
Will I get a national registry number for my Sagunto licence?
No. Following STS 620/2026 of 19 May 2026 the single national registry was annulled. The valid number is the regional one, your VT number, format VT followed by six digits and a letter.
What does the Sagunto licence cost?
You start with a 150 euros document review, which gives you a firm written answer on whether your property qualifies. If it does, the Complete service is 599 euros in total for a villa or independent house, and 699 euros in total for an apartment, townhouse or any property inside a community of owners, because there we also handle the three fifths community vote. The 150 euros comes off in full, so 449 euros or 549 euros remains. Every figure includes VAT. Official fees charged by the town hall and the regional government are always separate and passed through at cost. Complex cases are quoted individually in your written answer. Your annual Modelo 210 tax return is a separate service at the ordinary price: you pay the same for it as anybody else does.
