Tourist licence in Alicante, Valencia region: what is possible right now.

As of 7 July 2026, Alicante is suspended city-wide until january 2027. Whether your property qualifies comes down to the ICU, the urban compatibility certificate, and, in an apartment block, the community of owners vote.

Suspended city-wide until January 2027As of 7 July 2026

Alicante city suspended new tourist licences across the whole municipality, in force until January 2027, extended in July 2025 to whole buildings, guest houses and hostels. A court rejected the injunction against it in February 2026, so the suspension stands. The city is drafting its permanent regime (a cap of 0.187 tourist places per resident by census section) which will replace the suspension.

Can my property in Alicante get a licence?

By Juan Antonio Bertomeu Valles, lawyer, ICALI nº 4643

Alicante is drafting the strictest permanent regime on the coast: a maximum of 0.187 tourist places per resident measured by census section, hotels of 4 and 5 stars exempt, an independent street access requirement in residential buildings, and restrictions on ground floor premises along the main commercial streets. Where your building sits inside its census section will decide its future capacity.

Two things decide it. First, the ICU, the urban compatibility certificate, the town hall document confirming your property may be used for tourist rental. Second, in an apartment block, the agreement of the owners community, which under Ley Organica 1/2025 a new tourist licence now needs. Once both are in place, we register your property and you receive your VT number, the regional Valencian tourist licence reference, format VT followed by six digits and a letter. There is no national registry number.

The ICU step at Alicante town hall

The ICU is the bottleneck. It typically takes 1 to 3 months, and everything else depends on it, so we start it first and manage it for you.

Municipal ICU fee
111.39 euros (published fee, Model A09; the certificate covers compatibility and occupancy together)
Typical timeline
15 working days for certificates (published in the licensing ordinance)
How it is filed
Filed with Alicante city hall (procedure A09). While the suspension runs, favourable certificates for new tourist use are not expected until January 2027, so for city properties the realistic play is preparing the file to be first in the queue when the new regime lands.

Active tourist licences in Alicante city

Generalitat Valenciana open VUT registry (dadesobertes.gva.es), July 2026

The Alicante licence is a fixed-price service at 599 euros total for a villa, 699 euros for an apartment, VAT included. You upload your documents and we handle the whole licence, reviewed by the lawyer and the tax advisor, and you only sign. Official fees are charged separately.

What we tell Alicante city owners honestly: nothing new opens before January 2027. The smart move now is a free pre-check of your building against the draft rules (census section capacity, independent access), preparing the paperwork, and watching the final approval, which we track. Owners who want income sooner look at nearby open towns; we tell you which ones the same day.

Once you rent in Alicante

By Daniel Bertomeu, lawyer and tax advisor, AEDAF nº 06838

When you rent your property you must file Modelo 210, the annual non-resident income tax return on your rental income. It is a compliance step, not an extra, and our tax advisor handles it for you at the ordinary price, never dearer for being our client. Separately, when your five year renewal comes round, preparing it is work we do for you.

Alicante tourist licence questions

Can I get a new tourist licence in Alicante city right now?

No. The city suspended new tourist licences across the whole municipality until January 2027, and a court upheld the suspension in February 2026. Existing licences keep operating. We can prepare your file now so you are ready the moment the new regime opens.

What will the new Alicante rules look like?

The draft sets a cap of 0.187 tourist places per resident by census section, exempts 4 and 5 star hotels, requires independent street access in residential buildings, and restricts ground floor premises on the main commercial streets. It was initially approved in December 2025 and is completing its process. We monitor it and tell our clients when it lands.

Is buying a flat with an EXISTING licence a way in?

It can be. Licences already registered keep operating, and a change of holder is a different procedure from a new licence. Our checker detects whether a property already holds a licence, and the transfer runs on our Premium plan. Careful due diligence matters here, which is where a real law firm earns its fee.

Do I need to be in Spain or have a digital certificate?

You do not need to sort out a Spanish digital certificate yourself: we issue you one as part of the service, and it is included in the price. Identification is currently in person at our Moraira or Denia office, and remote identification for non residents is expected shortly. Once you have it, you authorise us electronically and we file everything on your behalf.

Will I get a national registry number for an Alicante licence?

No. Following STS 620/2026 of 19 May 2026 the single national registry was annulled. The valid number is the regional one, your VT number, format VT followed by six digits and a letter.

What does the licence cost when it becomes possible?

You start with a 150 euros document review, which gives you a firm written answer on whether your property qualifies. If it does, the Complete service is 599 euros in total for a villa or independent house, and 699 euros in total for an apartment, townhouse or any property inside a community of owners, because there we also handle the three fifths community vote. The 150 euros comes off in full, so 449 euros or 549 euros remains. Every figure includes VAT. Official fees charged by the town hall and the regional government are always separate and passed through at cost. Complex cases are quoted individually in your written answer. Your annual Modelo 210 tax return is a separate service at the ordinary price: you pay the same for it as anybody else does.
