Tourist licence in Torrevieja, Valencia region: what is possible right now.
As of 24 July 2026, Torrevieja is open to new tourist licences. Whether your property qualifies comes down to the ICU, the urban compatibility certificate, and, in an apartment block, the community of owners vote.

Torrevieja has no moratorium. The town hall publishes a page dedicated to the tourist-housing compatibility certificate, filed electronically under the Urban Planning and Housing heading, with the fee and the required documents set out. Nothing in it limits new licences. With more than 10,000 active licences it is the largest tourist-housing market in the region, and it remains open.

Can my property in Torrevieja get a licence?

Torrevieja is the volume market of the Costa Blanca south: over 10,000 licences already registered and the door still open, which is the opposite of what is happening 100 kilometres north. The friction here is documentary rather than political. The town asks for the second occupation declaration in the name of the title holder, and that single requirement is what most owners discover late, because an old property may never have had one issued in the current owner's name.
Two things decide it. First, the ICU, the urban compatibility certificate, the town hall document confirming your property may be used for tourist rental. Second, in an apartment block, the agreement of the owners community, which under Ley Organica 1/2025 a new tourist licence now needs. Once both are in place, we register your property and you receive your VT number, the regional Valencian tourist licence reference, format VT followed by six digits and a letter. There is no national registry number.

The Torrevieja licence is a fixed-price service at 599 euros total for a villa, 699 euros for an apartment, VAT included. You upload your documents and we handle the whole licence, reviewed by the lawyer and the tax advisor, and you only sign. Official fees are charged separately.
Torrevieja and Orihuela Costa are where a large share of British and Scandinavian owners on this coast actually buy. The good news is the town is open. The catch we see repeatedly: the second occupation declaration is missing, or it is in a previous owner's name, and that stops the file before it starts. When you rent your property you must file Modelo 210, the annual non-resident income tax return on your rental income. It is a compliance step, not an extra, and our tax advisor handles it for you at the ordinary price, never dearer for being our client. Is Torrevieja open to new tourist licences?
Yes. As of July 2026 there is no moratorium and the town hall publishes an active procedure for the tourist-housing compatibility certificate. With over 10,000 licences already registered, it is the largest open market in the region.
What does the town hall certificate cost here?
The published fee is 54.10 euros. Official fees are always separate from our own and passed through at cost, so you see exactly what goes to the town hall and what goes to us.
What is the second occupation declaration and why does it matter in Torrevieja?
It is the document certifying the property is fit for occupation, and Torrevieja requires it in the name of the person on the title deed as part of the application. Many older properties either lack one or still have it in a previous owner's name. Sorting it out first is the single biggest time saver, and it is part of what we handle.
My property is in Orihuela Costa, not Torrevieja. Does this apply?
No, Orihuela is a separate municipality with its own position, which we have not yet verified from primary sources. Our free check tells you which town your property actually falls in, which on this stretch of coast is not always obvious, and what that means for your licence.
Do I need to be in Spain or have a digital certificate?
You do not need to sort out a Spanish digital certificate yourself: we issue you one as part of the service, and it is included in the price. Identification is currently in person at our Moraira or Denia office, and remote identification for non residents is expected shortly. Once you have it, you authorise us electronically and we file everything on your behalf.
What does the Torrevieja licence cost?
You start with a 150 euros document review, which gives you a firm written answer on whether your property qualifies. If it does, the Complete service is 599 euros in total for a villa or independent house, and 699 euros in total for an apartment, townhouse or any property inside a community of owners, because there we also handle the three fifths community vote. The 150 euros comes off in full, so 449 euros or 549 euros remains. Every figure includes VAT. Official fees charged by the town hall and the regional government are always separate and passed through at cost. Complex cases are quoted individually in your written answer. Your annual Modelo 210 tax return is a separate service at the ordinary price: you pay the same for it as anybody else does.
